Milton D’Silva serves as the Finance and Operations Director of MTaPS and is responsible for overall financial management, control, reporting, and operational aspects of the program. He has been with MSH since November, 2011 and has more than 25 years of experience in financial management, operations, and administration of USAID-funded contracts, grants, and cooperative agreements. He has in-depth knowledge of US Federal regulations and procurement procedures (FAR, CFR, ADS, and AIDAR) and an extensive knowledge of proposal pricing and program design. He served as Finance and Operations Manager for numerous contracts, cooperative agreements, and grants funded by the US Government and other donors. Mr. D’Silva holds a bachelor’s degree in accounting and is fluent in English, Bengali, and Hindi.
